The chancellor in this drawing is late to a rather important meeting. He is going to be even later, though, because the meeting is being held in a rather different direction than the one he's traveling in. At this point in the story we aren't sure yet which island or underwater dome he is headed for, but we recognize the uppermost fish as a pet of his grown daughter so we expect a family rendezvous of some sort. The somewhat tranquil speed he is taking in response to her message suggests a picnic rather than an emergency, but it's too soon to tell.
The human ambassador to the undersea government is returning home after voting on whether the mermaids in Mermaid Fire Brigade should be allowed to create the fire brigade. The frontmost of his shark bodyguards (his Secret service, if you will) is Carlos's younger brother.

When I saw this picture I inwardly screamed, "CUTTLEFISH!"
I'm not entirely sure why. But that is a sweet sub he's riding.
